What is the difference between data holders and reciprocal data holders?

Data holders are organisations in a designated market segment (i.e. banking, energy, telecommunications) that are subject to certain obligations under Consumer Data Right (CDR) legislation. Reciprocal data holders are organisations that hold data covered under the CDR but are not part of the designated segment. These organisations are not considered data holders unless they become accredited as data recipients – at which point, they’re subject to obligations as reciprocal data holders.
